Marcos Swaps Dizon and Lopez Between DOTr and DPWH
DIZON, LOPEZ – President Ferdinand Marcos Jr. has switched the leaders of the Department of Transportation (DOTr) and the Department of Public Works and Highways (DPWH), sending Vince Dizon back to the transport agency while Giovanni Lopez moves to public works.
Presidential Communications Office Secretary Lino Cayetano announced the changes during a press briefing on Monday, October 26, 2026, according to a report by Philstar.com.

Under the new set-up, Dizon returns to lead the DOTr, the department he headed before he was moved to the DPWH. Lopez, who had been serving as acting transportation secretary, has been appointed to lead the DPWH.
Cayetano relayed the President’s reason for the move. “In the president’s own words: ‘We are shifting gears to accelerate reform. Secretary Dizon goes to DOTr to fix the daily commute. Secretary Lopez goes to DPWH to make sure the reforms there last,'” he said.
He added in Filipino that the goal of the changes is to make government service faster and lighter for the public. “Lahat ng ito, para lalong bumilis at gumaan ang serbisyo ng gobyerno para sa ating mga kababayan,” Cayetano said.
The appointments reverse the Cabinet reshuffle made in August 2025. At that time, Dizon, then the transportation secretary, was named DPWH chief on August 31, 2025, after the resignation of then Public Works Secretary Manuel Bonoan amid the controversy over alleged anomalous flood control projects.
Lopez, then a DOTr undersecretary, was named acting transportation secretary to fill the post that Dizon left behind.
The swap was also reported by ABS-CBN News. Philstar.com said its report was still developing, so more details about the transition at both agencies may come out in the coming days.
