Department of the Interior and Local Government (DILG) Undersecretary Epimaco Densing III responded to the question “Is lugaw essential or non-essential?

In an interview on OnePH’S “Sa Totoo Lang”, Densing wasasked by reporters if lugaw was considered as an essential good or a non-essential good.

However, his answer left netizens and reporters confused as he joked about the difference between “si lugaw” and “ang lugaw”.

Tama ‘yung sinabi niya. Sabi niya kasi, non-essential si lugaw. Hindi talaga essential si lugaw. Pero kung sinabi niya essential ang lugaw, ‘yun tama ‘yun. Ang lugaw. Pero si lugaw ang binanggit niya. Non-essential talaga ‘yun sa paningin namin,” Densing said.

After that, he raised his two hands and made a “peace” sign.

Meanwhile, Densing clarified that food — including lugaw — can be delivered 24/7 even in areas under ECQ (enhanced community quarantine).

Moreover, Densing said that the female personnel in the viral video had misinterpreted the ECQ (enhanced community quarantine) protocols. He also said that they’ll inform barangay officials about the correct interpretation of the said protocol.

Densing’s statement came after a food delivery rider was barred from delivering “lugaw” to a customer in a certain barangay in Bulacan province. Meanwhile, Presidential spokesperson Harry Roque said that lugaw was considered an essential good.
