Food Delivery Rider Barred

Last Tuesday morning, Marvin Ignacio — a food delivery rider — recorded a Facebook live video after he was prohibited from delivering “lugaw” to a certain customer in a certain barangay in Bulacan province.

Through his 30-minute video, Ignacio showed how a female personnel from the city of San Jose Del Monte prohibited him from entering Barangay Muzon to deliver “lugaw” to a certain customer around 1:30 a.m. supposedly because of the ongoing implementation of ECQ (enhanced community quarantine).

The said personnel told him that he couldn’t be allowed to deliver the order because “lugaw” wasn’t part of essential goods.

Essential po ba si lugaw? Hindi… Kasi mabubuhay ang tao nang walang lugaw. Hindi po essential si lugaw, mabubuhay po tayong walang lugaw maghapon,” the female personnel explained.

The said personnel also maintained that there’s a 6:00 p.m. to 5:00 a.m. curfew hours being enforced in NCR+ bubble, which included Bulacan, Cavite, Laguna, Rizal, and Metro Manila.

She even scolded Ignacio and asked why delivery services were still available at that time.

The personnel then talked to the customer to explain that food delivery was no longer allowed in the said area and even threatened that the lugaw stall might be shut down following the said incident.

According to a Facebook post on Wednesday, Lugaw Pilipinas — a lugaw stall in Bulacan where the viral “lugaw” was made — announced that the lugaw stall will remain closed because the said incident caused trauma to their employees.

Meanwhile, Presidential spokesperson Harry Roque said that lugaw, or any food item for that matter, was considered an essential good.
