It was last March when former President Rodrigo Duterte appointed Garcia as ad interim COMELEC commissioner, but the Commission on Appointments in the 18th Congress bypassed Garcia’s appointment, along with those of former COMELEC Commissioner Aimee Torrefranca-Neri and former COMELEC Chairman Saidamen Pangarungan.

GMA News Online reported that Garcia is a longtime election lawyer whose former clients include Marcos, Senators Aquilino “Koko” Pimentel III and Grace Poe, former senators Manny Pacquiao and Panfilo “Ping” Lacson, and former Manila Mayor Isko Moreno.
