Malacañang Says President Duterte Hoping Congress Would Rectify Vetoed Provisions In Anti-“Endo” Bill

President Duterte is still committed to ending abusive work practices, according to Malacañang.

MALACAÑANG — On Thursday, the Palace said that President Rodrigo Duterte is hoping that Congress would rectify the vetoed provisions of the anti-“endo” bill or the security of tenure bill.

Communications Secretary and acting Presidential Spokesperson Martin Andanar said that the President hopes Congress would rectify the vetoed provisions as he remains committed to protecting the workers’ right to security of tenure and eradicating all forms of abusive employment practices.

Andanar’s statement came after Senate President Vicente Sotto III, who is running for vice president in the 2022 elections, said on Wednesday that contractualization persists because the President vetoed the bill that Congress has passed.

While it is true that President Rodrigo Roa Duterte vetoed the Security of Tenure Bill in 2019, as mentioned by Senate President Vicente Sotto III, the Chief Executive explained that the version submitted by Congress ‘unduly broadens the scope and definition of prohibited labor-only contracting, effectively prescribing forms of contractualization that are not particularly unfavorable to employees involved’,” Andanar said.

The Security of Tenure bill or the anti-“endo” bill limits job contracting to licensed and specialized services, eliminates subcontracting of labor, and treats project and seasonal employees as regular employees.

Several business groups had urged the President to veto the said bill, claiming that signing it into law could lead to job losses and could affect the economy.

In his statement, the acting Palace spokesman noted that in 2018, the President issued Executive Order No. 51 which strictly prohibits subcontracting or contracting undertaken to circumvent the worker’s right to security of tenure, self-organization and collective bargaining, and peaceful concerted activities.

“Endo” or ending labor contractualization was one of the President’s campaign promise in 2016.
