The Department of Information and Communications Technology (DICT) encouraged local government units (LGUs) in the Philippines to submit their list of residents vaccinated against COVID-19 for its digital vaccine certificate project.

On Thursday, DICT Secretary Gregorio “Gringo” B. Honasan II said in a statement that LGUs can submit their line lists of vaccinated residents through D-VAS (DICT-Vaccination Administration System), which was part of its VIMS (Vaccine Information Management System).

Honasan also said that the DICT and the Department of Health (DOH) were already working on the “VaxCertPH”, which will be issued to fully vaccinated individuals in the Philippines.

According to Honasan, they needed data from the LGUs that were accurate, complete, and compliant with the prescribed format for uploading to the system in order for the system to effectively work. “If we have this, then we can expect both the portal and the mobile app to produce the desired results,” Honasan said.

Honasan added that their goal was to simplify everything by using digital technologies — easier vaccination procedures and simpler certification of fully vaccinated individuals.

To do this, he said that they needed the VaxCertPH to have access to reliable and complete data, and that’s where the role of the LGUs and the D-VAS that would operate it came in.

Honasan’s statement came after Foreign Affairs Secretary Teodoro Locsin Jr. disclosed that the COVID-19 vaccination cards being issued in the Philippines were not accepted in Hong Kong because they’re not connected to a single source.

Earlier, the World Health Organization (WHO) proposed the use of digital COVID-19 vaccination certificates, which documented a person’s current vaccination status, as a mechanism through which a person’s COVID-19-related health data can be documented digitally.
