In a report on Manila Bulletin, the CSC said that it had decided to tap videoconferencing platform for hearings and pre-hearing conferences in order to ensure the immediate disposition of administrative cases amidst the COVID-19 pandemic.

The CSC announced in a statement that it will soon be holding virtual hearings.

The CSC’s adoption of the guidelines on the use of a videoconferencing platform for pre-hearing conferences and hearings before the CSC and its regional offices was provided under CSC Resolution No. 2100420 promulgated on June 2, 2021.

According to the CSC, the said move would allow speedy disposition of administrative cases while keeping participants safe from health risks despite the coronavirus pandemic crisis situation in the Philippines.

Based on the report, the conduct of virtual hearings and pre-hearing conferences applied under the following conditions: in the case of unforeseen or fortuitous events that prevented in-person appearances before the CSC, and declaration of a community quarantine.

The CSC also said that the guidelines provided operational and technical standards as well as detailed procedures in order to ensure that the proceedings in the virtual hearings and pre-hearing conferences would closely resemble in-person proceedings — including maintaining fairness, order, and confidentiality.

According to the CSC, all virtual proceedings will be recorded and encrypted by the Commission, adding that any party may request in writing for the official recording of the proceeding for his/her use in relation to his/her case.

The CSC also said that parties were prohibited from recording, publishing, or posting in any social media platform and public domain the proceedings in order to maintain the privacy of the personalities involved and the confidentiality of the proceedings.

Moreover, the CSC said that CSC Resolution No. 2100420 will be enforced 15 days from its publication on August 14, 2021.
