Based on the initial investigation, it started when San Jose Mesulo Barangay Chairman Elmer Buan confronted a 25-year-old victim for overspeeding while riding a motorcycle.

The two had a heated argument which prompted the barangay captain to punch the victim. The latter was then rushed to the hospital.

According to Arayat police, it was found out that the barangay chair was not wearing a face mask when the incident happened and he’s also positive on a breath alcohol test.

Not wearing of face mask especially in public places is prohibited in Pampanga by the virtue of Ordinance 756.

It is also stated in Executive Order 5-2021 signed by Pampanga Governor Dennis Pineda that curfew and liquor ban is still being implemented throughout the province until May 15.

Meanwhile, the barangay chairman is facing charges of physical injury and violation of the ordinance as well as liquor ban.
