It was on Thursday, February 11 when he received a text message from an unimpeachable source that police are blocking the Zuellig Pharma Corporation truck containing the Moderna vaccine, near Manila Port.

According to his informant, the police were asking 5% from the vaccine carrier.

“Nagpanic kasi ang driver at operators personnel kasi time bound sila,” the source said.

It was also mentioned that the Department of Health (DOH) ordered the Moderna vaccine.

COVID-19 vaccines are sensitive and delicate that’s why the national and local government are conducting simulations so that they won’t be wasted if not placed in a storage facility immediately.

Later, the vaccine was allowed to travel.

Arnold Clavio asked Cesar Chavez, the Chief of Staff of Manila Mayor Isko Moreno if the local government is charging 5% for the cargo vaccine.

“Gandang gabi Sir, Kung di ako nagkakamali 5% pertains to EWT na deducted sa contracts for payment then remitted to BIR,” he said.

It was also confirmed by DILG OIC Usec. Jonathan Malaya when he was interviewed by Arnold Clavio via Super Radyo DZBB 594 khz. on Friday.

As per Malaya, he talked with DOH Usec. Maria Rosario Vergeire and denied that the department received a Moderna vaccine.
