According to Cascolan, the incoming PNP chief generally did well despite his “shortcomings.”

When asked if he was surprised when President Rodrigo Duterte appointed Sinas, he said: “No. It is between him and [Police Lieutenant Guillermo] Eleazar and I know they have done good in their service. There are a lot of things he (Sinas) did maybe there are shortcomings but generally he has done good.”

Last May, Sinas made headlines over his birthday mañanita amid the enforcement of strict lockdowns in the country due to the COVID-19 pandemic.

The outgoing NCRPO chief and several other police officers are currently facing criminal and administrative charges due to violation of quarantine protocols.

But the president defended Sinas and refused to remove him from his post then.

“He is a good officer, he’s an honest one. Hindi niya kasalanan kung may mangharana sa kanya sa birthday niya,” Duterte stressed.

Asked about the cases filed against Sinas and his colleagues, Cascolan noted: “I don’t know. I am not privy to the case. I am not following it up but let him (Sinas) explain.”

It was on Monday when Malacañang Palace thru Presidential Spokesperson Harry Roque announced that Sinas was appointed by the President to take over as the new PNP chief.
