Content Creator Turns BIR Seal Badge Into Viral Halloween Makeup

Netizen Paints Controversial BIR Registration Seal Badge on Face as Halloween Look

BIR SEAL BADGE – A Filipino content creator has turned the much-debated Bureau of Internal Revenue (BIR) Registration Seal Badge into a Halloween makeup look, and netizens are loving the creative jab, as reported on October 27, 2026.

Recently, Instagram user @alealejndro, who goes by the name Art, shared an elaborate makeup look based on the seal badge. One eye was painted in the agency’s blue, red and yellow colors, while the other was framed by a black-and-white pattern that resembled the badge’s QR code.

In the caption, the creator joked that the post was being made “in compliance with BIR rules.” Art said they have been a taxpayer since 2013 and have no problem with the seal itself, but raised concerns about the personal information that could be exposed through the badge, according to Radar.ph.

The post quickly drew praise from fellow makeup artists and netizens, who applauded the look as a fun but pointed statement about online privacy.

The viral makeup came just after the BIR backtracked on the requirement. On Monday, October 26, BIR Commissioner Charlito Martin Mendoza suspended the October 31 compliance deadline and the mandatory online posting of the badge until further notice through Revenue Memorandum Circular No. 113-2026, ABS-CBN News and Inquirer.net reported.

Critics had warned that scanning the QR code on the badge could reveal sensitive details such as full legal names, which they said could lead to harassment, scams or identity theft. Mendoza acknowledged that protecting personal information online is more complex than displaying a Certificate of Registration inside a physical store.

The BIR said it will work with the National Privacy Commission and consult affected taxpayers during the suspension. Those who already have badges may keep displaying them voluntarily, and no penalties will be imposed solely for not posting them.

As of October 14, more than 52,700 registration seal badges had been issued to online sellers, service providers and content creators, according to the agency.
