PNP-CIDG Issues Subpoena to Bato dela Rosa Over EJK Investigation

PNP-CIDG Orders Bato dela Rosa to Appear at Camp Crame

The Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) officially issued a subpoena to Senator Bato dela Rosa on Monday, May 11.

The subpoena orders the senator to appear before the CIDG Major Crimes Investigation Unit at Camp Crame on May 14, 2026, at 10 a.m. He is being asked to submit a sworn affidavit and other documents related to the investigation into alleged extrajudicial killings (EJKs) during his time as director of the Davao City Police Office and regional director of the Davao Region.

The development came after Interior and Local Government Secretary Jonvic Remulla confirmed that the CIDG would serve a subpoena to Dela Rosa as part of the ongoing investigation. However, Remulla clarified that the document is not an arrest warrant and should not be treated as one. Authorities explained that the subpoena is simply part of the legal process to gather information and allow the senator to respond to the allegations under investigation.

The CIDG also warned that if Dela Rosa fails to appear without a valid reason, he could face an indirect contempt case under the country’s Rules of Court. The agency stressed that compliance with the subpoena is required unless there is an acceptable legal justification for non-appearance.

The issue gained more attention after reports surfaced on May 9 claiming that the International Criminal Court (ICC) had allegedly issued an arrest warrant against Dela Rosa in connection with the bloody anti-drug campaign under former President Rodrigo Duterte’s administration. Reports also claimed that the INTERPOL had already received the alleged warrant. Despite these reports, Remulla said the information should still be considered unconfirmed until an official copy is personally seen and verified.

Dela Rosa has reportedly been absent from Senate activities since November 2025, when rumors about the possible ICC arrest warrant first began circulating.
