Before the incident, Teves left the country for medical reasons but chose not to return, instead seeking asylum in East Timor. Justice Secretary Jesus Crispin Remulla emphasized that Teves’ capture demonstrates the effectiveness of international cooperation in combating terrorism and ensuring the safety of citizens.

“Today’s apprehension of Teves is a testament to the power of international cooperation. It sends a clear message that no terrorist can evade justice and that nations stand united in safeguarding the safety and security of their citizens,” Remulla said.

Teves, who was the subject of a Red Notice issued by INTERPOL, is currently in the custody of the Timorese Police, with efforts underway for his extradition to the Philippines, coordinated by the National Central Bureau (NCB) in Dili, in conjunction with the NCB team in Manila and the Philippine Embassy in Dili.

Secretary Remulla further stated that Teves’ arrest underscores that with concerted efforts, terrorism can be thwarted and peace maintained.

“The capture of Teves only proves that through concerted efforts and determination, terrorism can be thwarted and peace preserved,” Secretary Remulla added.

Teves faces charges related to the deaths of three individuals in Negros Oriental between March and June 2019, as well as violations of firearms and explosives regulations due to the discovery of high-caliber weapons and ammunition on his family’s property. On July 26, 2023, the Anti-Terrorism Council classified Arnolfo A. Teves Jr. and his associated armed faction as a terrorist group, designating both the group and its members as terrorist entities.

Additionally, the Philippine government has invalidated Teves’ passport.
