President Bongbong Marcos Signs SIM Registration Act Into Law

President Bongbong Marcos signed the SIM Registration Act into law.

PRESIDENT BONGBONG MARCOS — The President has signed the Subscriber Identity Module (SIM) Registration Act into law.

On Monday, the President signed into law a measure seeking the registration of SIMs. The said measure was the first law the President signed as the country’s chief executive.

A signing ceremony was attended by several lawmakers led by House Speaker and Leyte Representative Martin Romualdez. It was held at the Ceremonial Hall in Malacañang.

The President said in a statement that with the signing of Republic Act 11934, the government has achieved an effective means of regulating the issuance of SIMs in order to curb the spread of spam and scam messages.

He ensured that any information in the SIM registration shall be treated as “absolutely confidential” unless access to the information has been granted by the written consent of the subscriber.

According to the President, those PTEs (public telecommunication entities) shall only be required to disclose information contained in the SIM upon a duly issued subpoena or an order of a court upon finding of probable cause.

They can likewise be compelled to do so upon written request from a law enforcement agency in relation to an ongoing investigation, that a particular number is used in the commission of a crime or that it was used as a means to commit an unlawful act,” the President said.

The said measure orders all PTEs to submit a verified list of their authorized agents and dealers nationwide to the NTC (National Telecommunications Commission) and an updated list of the same every quarter of each year.

In addition, the law stated that the confidentiality clause in the SIM registration shall take effect at the point of sale.
