In a report on GMA Network’s “Saksi”, the website of the Bureau of Quarantine (BOQ) showed that the earliest possible appointment for the “yellow card” was in December 2021.

The “yellow card” or International Certificate of Vaccination and Prophylaxis (ICVP) was a document issued by the Bureau of Quarantine indicating the vaccines taken by an individual which he/she can present to his/her country of destination.

BOQ Director Roberto Salvador appealed to the public to secure “yellow cards” only if they have a confirmed flight.

Nakikisuyo po sana kami na yun po munang may immediate need ng yellow card yung mga paalis na may confirmed flight yun na lang po muna mag-book,” he said.

Salvador, meanwhile, warned against “fixers” who were offering appointment slots for PHP 580 to PHP 10,000 for the “yellow card”. According to Salvador, the issuance of a “yellow card” was only worth PHP 300.

GMA News Online reported that the “yellow card”, which indicated that a person was already vaccinated, was recognized by all the 196 signatory-countries of the World Health Organization (WHO).

Last August 15, Vice President Leni Robredo proposed that the “yellow card” should be issued after an individual got fully vaccinated against the coronavirus disease (COVID-19).

Increased demand for “yellow cards” in the country happened in the wake of the Hong Kong government’s refusal to accept vaccine cards from the Philippines as those cards didn’t come from a single source.

Last August 22, the Department of Labor and Employment (DOLE) said that overseas Filipino workers (OFWs) will be allowed entry into Hong Kong starting August 30 as long as they’re holding BOQ-issued vaccination certificates.
