On Wednesday, President Duterte had ordered local chief executives to impose laws against those people who will breach the health protocols aimed at preventing the spread of COVID-19 in the country.
According to the President, violating health protocols had become a crime for those who didn’t believe in it.

President Duterte directed mayors to be responsible over their constituents in order to make sure that health protocols were being followed.
“Ang gawin ko ganito, I will hold responsible and I will direct the Secretary of the Local Government, DILG (Department of the Interior and Local Government) to hold the mayors responsible for this kind of events happening in their places. It is a violation of the law and if you don’t enforce the law there is a dereliction of duty which is punishable under the Revised Penal Code so the police can enforce against you for not doing your duty as mayor and barangay captain,” President Duterte said.
The President also warned barangay officials that authorities will hold them liable for mass gathering in their areas amidst the implementation of community quarantine in the country.
President Duterte said this in his weekly public address as he expressed dismay over the continued spread of the coronavirus disease.
A fiesta in Malolos was held amidst the implementation of modified enhanced community quarantine (MECQ), which restricted unnecessary travel and banned mass gathering.
