The LGUs and the private sector would issue advance payment for AstraZeneca COVID-19 vaccine doses on February 24, 2021.
Vaccine czar Secretary Carlito Galvez Jr. on Friday disclosed that the local government units (LGUs) and the private sector would issue an advance payment on February 24, 2021, of 20% for the AstraZeneca COVID-19 vaccines it ordered.
In an interview on ABS-CBN News Channel, Galvez said that the advance payment of 20% for the AstraZeneca COVID-19 vaccine would be on February 24, 2021.
According to Galvez, this was the one being procured by the local government units and the private sector, adding that the COVID-19 vaccine doses for local government units were 11 million and the COVID-19 vaccine doses for the private sector were six million.
“The payment of the AstraZeneca will be on February 24, the advance 20 percent, I believe. This is the one being procured by the private sector and the LGUs. I believe the [doses for] LGU is 11 million and the private sector is six million,” Galvez said.

The said development came as Budget Secretary Wendel Avisado called for the easing of limitations on advance payments for COVID-19 vaccine procurement.
In a report on Inquirer, the Government Procurement Reform Act only allowed advance payment equivalent to only a maximum of 15% of the cost of government-financed projects.
The Philippine government, local government units, and the private sector earlier signed a tripartite agreement in order to secure 17 million AstraZeneca COVID-19 vaccine doses.
Some 300 firms and 39 local government units from across the Philippines pitched in for the procurement of these COVID-19 vaccines.
