The said recommendation from Cebu Provincial Governor Gwendolyn Garcia came after Anthony Gullas Jr., the city mayor of Talisay City in Cebu, was appealing to the Inter-Agency Task Force for the Management on Emerging Infectious Diseases (IATF-MEID) to downgrade the quarantine status in the city from modified enhanced community quarantine to general community quarantine.

According to Gullas, the decision of IATF to revert the city to MECQ was based on “incorrect data” given by the Department of Health in Region 7, adding that he coordinated with Cebu Provincial Governor Gwendolyn Garcia with regards to the said matter, which Garcia already endorsed Gullas’ appeal to the Regional IATF.

As of 4:00 p.m. of June 19, 2020, the Department of Health reported 460 additional fresh COVID-19 cases and 201 additional late COVID-19 cases. This brought the total number of confirmed cases of coronavirus disease to 28,459.
