LTO Issues IRR For Motorcycle Crime Prevention Act

The LTO issued its implementing rules and regulations for Motorcycle Crime Prevention Act.

The Land Transportation Office (LTO) issued its implementing rules and regulations for Republic Act No. 11235 or the Motorcycle Crime Prevention Act.

Issued last May 11 and signed by Edgar C. Galvante, the Assistant Secretary of the Land Transportation Office, the implementing rules and regulations include several provisions, requirements, and penalties that were associated with the registry of the vehicle as well as color-coded number plates.

The issuance of implementing rules and regulations was pursuant to Section 17 of RA 11235, which was signed by President Rodrigo Duterte last 2019, in order to ensure the effective implementation of the said law.

Motorcycle Registration

As stated on Section 4 of RA 11235, the initial registration of the said motorcycle should be made with the Land Transportation Office by the owner (or the dealer, if authorized by the owner) within five days from the date of its sales invoice for brand-new locally-purchased motorcycles, or from the Certificate of Stock Reported (CSR) report date for new and used imported motorcycles.

Number Plates

According to Section 5 of RA 11235, the Land Transportation Office will issue “a set of bigger, readable, and color-coded” number plate per motorcycle, which will consist of a metal number plate on the motorcycle’s rear part and a decal number plate on the motorcycle’s front part.

Registry of Motorcycles

As per Section 6 of the IRR, the Land Transportation Office will maintain a “Registry of Motorcycles” in its database in order to assist the information retrieval necessary for the official investigation and law enforcement purposes.

This would include, but not limited to, the following motorcycle’s details: motorcycle owner’s name, motorcycle owner’s Driver’s License number, motorcycle owner’s address, motorcycle owner’s contact details, motorcycle’s identification number, motorcycle’s MV File Number, motorcycle’s plate number, motorcycle’s brand or model, and motorcycle’s body color.
