According to Communications Secretary Martin Andanar, Duterte did say that the Philippines can go to Russia or China for military assistance “in battling these terrorists.” He added that it was the “prerogative of the President.”

Andanar also said that the decision of President Rodrigo Duterte was a “matter of the Philippines sending a message to the US that we are not succumbing to their neo-colonialism.” He also said that it was a way for President Rodrigo Duterte to say “look, we are an independent country and so we should stop being a lapdog of the United States.”

Jose Cuisia Jr., a former Philippine Ambassador to the US, said that Philippines would be “the biggest loser” should it end its VFA with the United States as it will lose its military training exercises and assistance.

The United States and China have exchanged hurtful remarks over what US said is China’s militarization of the disputed sea.
