Lacson: “Imagine a country without state auditors. Kanya kanyang kupit, kanya kanyang kurakot”
Senator and presidential aspirant Panfilo “Ping” Lacson Sr. took to the micro-blogging site, Twitter wherein he expressed his opinion about alledged corruption issues involving government agencies.
Lacson made the statement amid the issue of the Commission on Audit’s (COA) “disclosure” of questionable spending among government agencies.
“Imagine a country without state auditors. Kanya kanyang kupit, kanya kanyang kurakot,” he wrote.
Early this week, the agency disclosed that the Department of Health’s (DOH) has a P67.32 billion ‘deficiency’ in funds allocated to fight the COVID-19 pandemic.
According to the annual audit report of COA for DOH, the deficiencies are caused by non-compliance with pertinent laws and regulations which have led to missed opportunities amid the health crisis.
The planned purchase of 4 laptops amounting to P700,000; P42.4 billion fund transfer to the DBM without proper documentation and failure to disburse some P4.8 million in financial assistance to health care workers were among the questionable items flagged by COA.
But COA clarified that the P67.32 deficiency of DOH is not tainted with corruption.
This prompted Health Secretary Francisco Duque III to vent out his emotions with regard to the report released by COA.
He said he has not slept for several days due to the issue.
Aside from that, COA also exposed the Land Transportation Office (LTO) for its backlog of 8.1 million motorcycle license plates that the owners have not obtained since last year.
Even the Overseas Workers Welfare Administration (OWWA) did not escape the audit.
It was found out in the 2020 annual audit report that overpriced sanitary napkins were distributed amid the pandemic.
Based on the report, OWWA bought a sanitary napkin costing P35 per piece.
According to COA, each napkin can be bought in small sari-sari stores at P5 to P8 per pad only.
