A taxpayer and resident of Porac filed plunder and other administrative cases against Porac, Pampanga Mayor Jaime “Jing” Capil.
The case was filed by Louie de Mesa in the Office of the Ombudsman on February 11.
Apart from Capili, Executive Assistant Bienvenido Guiao, Municipal Planning Coordinator Jaype Martinez and Engr. Arlon Canles of the Municipal Engineer’s Office are also facing the same charges.
The complaint stemmed from Mayor Capil’s alleged inexplicable supplemental budget expenditure from 2019 to 2020 worth P138,500,000.00.
According to tnt.abante.com.ph, the only other allegations in the complaint are as follows: job order cannot be explained; excessive representation allowance of the mayor worth P6,000,000 for the year 2020; inexplicable costs of burial assistance, grants, and donations, overpriced equipment purchased by the municipality and the public park funded by the town located on private property.
In De Mesa’s complaint, he said Capil submitted a receipt of food expenses during the year 2020 worth P6 million.
“Tunay na nakakalula ang food expenses ni GG Jaime V. Capili. Ibig sabihin gumagasta siya ng P500,000 kada buwan. Ito ay sa kabila na umiiral na community quarantine…kung saan ang mga restaurants ay sarado,” he noted
He also complained about the so-called job orders that he said was only seen on paper.
“Hindi mo mahagilap ang mga ito sa oras ng trabaho dahil ang totoo, sila ay pasahod lamang o “kawaning-kinsenas-katapusan,” De Mesa said.
De Mesa also asked the Ombudsman to suspend the mayor so that the local authority can release documents that support the allegation of the crime of plunder.
The complainant also requested to conduct a lifestyle check against the mayor and freeze his personal assets.
In addition, De Mesa asked the Ombudsman to issue a subpoena to the offices related to the disbursement of funds in the Municipal Ordinances to issue a statement and document that will prove the true destination of the town’s funds.
