Erwin Tulfo Says Escudero Breaks Away From Senate Majority Bloc

Senator Erwin Tulfo publicly claimed that Senator Chiz Escudero does not support the beliefs and goals of the Senate majority bloc, which is why he attended the Senate session alone and later joined the minority group.

This came after a quorum was formed by minority senators during a session on Wednesday, June 3, 2026. During the session, Escudero’s presence helped shift the balance in the Senate, allowing changes in leadership roles, including the appointment of Senator Win Gatchalian as Senate President Pro Tempore and acting Senate President.

Tulfo later said in a press briefing that the minority bloc was fortunate because a member of the majority decided to break away from his group. He added that Escudero reportedly does not agree with the actions and direction of the majority, particularly their move to boycott Senate sessions. According to Tulfo, Escudero believes this strategy is wrong and mainly protects only a few individuals within the bloc.

He further explained that Escudero’s decision to align with the minority allowed them to reach the required number of senators needed to form a quorum. Tulfo also noted that the Senate’s current situation has become divided, especially with two senators unable to fully participate due to legal and political issues, resulting in an even split among members.

However, Senator Escudero denied that his actions were political or that he had chosen sides. He clarified that he does not belong to any group or faction and did not intend to criticize or support any side. He stressed that his decision was not about choosing between right and wrong but about addressing the Senate’s current situation.

Senate leaders also expressed concern that the ongoing division is affecting the institution’s ability to properly perform its duties. They emphasized the need to resolve internal issues so the Senate can continue to function effectively in serving the public.
