Manila Police District Suspends Enforcement of Shirtless Ordinance

The Manila Police District has ordered the immediate suspension of arresting or penalizing individuals seen shirtless in public places across Manila.

This decision came after growing public criticism that the enforcement of the ordinance seemed unfair, especially toward low-income individuals who may not have easy access to proper clothing while working or doing daily activities. Instead of giving penalties, police officers have now been instructed to issue warnings and reminders, along with conducting information drives that encourage proper dress in public areas.

The directive took effect immediately and applies to all personnel involved in operations such as Oplan Galugad and other anti-crime efforts. Authorities explained that the main goal of this move is to maintain public trust and ensure a more humane and compassionate approach to policing. The issue gained wider attention after a separate incident in Mandaluyong City, where a man was given a violation ticket for being shirtless while working outside his home. His wife expressed frustration, explaining that her husband was simply mixing cement along a narrow street and had no intention of breaking any rules. She believed that authorities should have given a warning first, especially since it was the first time they had seen such an operation in their area after living there for several years. For her, the situation felt unfair because her husband was not causing any trouble.

Meanwhile, local police explained that the action was part of a wider anti-crime campaign that included enforcing local rules on proper behavior in public places. While some people understood the purpose of maintaining order, others showed sympathy toward the family and questioned how the rule was applied.
