Tricycle Driver Dies Before Claiming Financial Aid
QUEZON CITY – A tricycle driver passed away without receiving government financial assistance after he was unable to personally claim it due to his medical condition.
The driver, who had spent around 30 years in the profession, was listed as a qualified beneficiary of a fuel subsidy program. However, frequent hospital visits prevented him from appearing at the payout location. Hoping to help, his daughter tried to claim the assistance on his behalf. Despite her efforts, which included presenting an authorization letter and medical documents signed by her father, her request was denied because current rules require the beneficiary to be physically present.
The daughter explained that her father made an effort to sign the authorization despite his weakened condition, demonstrating how much they needed the support. Still, the claim was rejected, as officials stated that only the registered beneficiary is allowed to receive the aid. She expressed understanding of the rules but called for more flexible and compassionate policies in cases involving illness or emergencies, suggesting that similar situations be handled individually in the future.

The Department of Social Welfare and Development clarified that the restriction exists to protect those handling the funds. Allowing representatives could expose paymasters to accountability risks if disputes arise later. Officials assured the public that the assistance would not be withheld and that additional payout schedules could be arranged for those who were unable to claim it on time.

The situation has highlighted gaps in the distribution system, as some beneficiaries were reportedly excluded due to issues with the official list. Authorities are now reviewing the process to improve efficiency and ensure that aid reaches those who need it most, particularly in urgent or exceptional circumstances.
