Torre Insists Duterte Arrest Was by the Book, With No Political Motive

NICOLAS TORRE III – The former Philippine National Police chief and current MMDA General Manager has said he does not regret carrying out the arrest of former President Rodrigo Duterte on March 11, 2025.

In an interview on “Politiko Talks” of Bilyonaryo News Channel, Torre emphasized that he was simply performing his duty as a law enforcer and followed the law at every step of the process. He clarified that his actions were strictly professional, with no political motives or personal bias. The arrest took place when Duterte returned to the Philippines from Hong Kong, in connection with an ICC case accusing him of crimes against humanity over his war on drugs.

Torre explained that, as a law enforcement officer, his responsibility is to execute valid warrants, not to judge the cases themselves. He reiterated that the operation was conducted according to the law and that he stands by his actions.

Meanwhile, Duterte remains detained at the International Criminal Court in The Hague, Netherlands, awaiting a decision following the recently concluded confirmation of charges hearing held from February 23 to 27, 2026. The hearing was not a full trial but a review to determine whether there is enough evidence to proceed. Prosecutors argued that Duterte played a central role in killings linked to the anti-drug campaign, while his defense asked judges to dismiss the charges or allow him to return home.

The ICC will now decide whether to move forward with a full trial. Duterte, now 80, has accepted the possibility that he might die in prison, according to his lawyer. His detention has sparked debate in the Philippines about accountability, national sovereignty, and justice for victims. Supporters continue to rally for him, while critics insist he must face consequences for alleged abuses during his administration.
