CIDG Probes Francis Leo Marcos for Wearing Police Uniform

The Criminal Investigation and Detection Group (CIDG) is investigating vlogger Norman Mangusin, also known as Francis Leo Marcos, over a viral photo showing him in a police uniform. CIDG chief Major General Robert Alexander Morico confirmed the investigation but did not provide details regarding subpoenas or next steps.

The Philippine National Police (PNP) warned that Mangusin could face charges for “usurpation of authority and illegal use of uniforms or insignia.” The PNP emphasized that being a vlogger does not exempt anyone from the law and that police uniforms symbolize legitimate authority.

The National Police Commission (NAPOLCOM) expressed support for the PNP and said it would pursue criminal charges if necessary. NAPOLCOM vice chairman Atty. Rafael Vicente Calinisan cautioned that using the police uniform for attention or social media clout is illegal and that offenders would be held accountable.

In response, Mangusin claimed the photo had been digitally altered and leaked by his detractors, denying any wrongdoing.

Authorities stressed that misuse of police symbols is a serious offense and that legal rules apply to everyone, regardless of public profile. The CIDG investigation will determine whether Mangusin will face formal charges.

Meanwhile, Norman Mangusin, better known as Francis Leo Marcos, is an internet personality, businessman, and philanthropist born on September 29, 1979. He gained fame for his “Mayaman Challenge,” encouraging donations to those affected by COVID-19 quarantines, and runs the Optimum Eye Care Program, which provides free eyeglasses. He has falsely claimed ties to the Marcos political family. Marcos ran unsuccessfully for the Philippine Senate in 2013 and 2022 and was disqualified in 2025. He faces multiple legal cases, including human trafficking and violations of the optometry law. He is married to Mayu Murakami and remains active on social media and YouTube.
