DPWH Leaks Include Projects Allegedly Linked to Manny Pacquiao
MANNY PACQUIAO – The former senator has been linked to the so-called “DPWH leaks,” a set of documents that reportedly show requests for public infrastructure projects under the 2025 National Expenditure Program.
According to reports, Pacquiao’s name appeared among individuals who allegedly sought funding for projects through the Department of Public Works and Highways, even though he was no longer holding public office at the time. The documents claim that he requested around ₱200 million worth of projects for Sarangani province, including a flood control project in Barangay Ladol, Alabel, and road improvement works in the Demoloc–Little Baguio area, with each project estimated at ₱100 million.
These alleged requests were reportedly found in materials obtained by Bilyonaryo News Channel, which referred to them as the “DPWH leaks.” The documents suggest that several current and former senators were listed as proponents of infrastructure projects included in the proposed 2025 national budget. Pacquiao, who lost his presidential bid in 2022 and later placed 18th in the 2025 senatorial elections, was reportedly listed with two proposed projects under his name.

The same documents indicated that many lawmakers were linked to similar project requests. Former Senate President Francis Escudero, for instance, was listed with dozens of proposed projects, while other senators were linked to varying numbers, ranging from one to more than thirty. The list also included well-known political figures such as Sonny Angara, Imee Marcos, Alan Peter Cayetano, Pia Cayetano, Grace Poe, Raffy Tulfo, and several others. According to the report, both sitting and former senators appeared in the records.

At the time the report was released, none of the individuals named in the documents had issued official statements confirming or denying their inclusion. The report also did not clarify whether the listed projects were approved, implemented, or merely proposed during budget discussions.
