Tropical Depression Isang Causes Floods in Manila
Manila experienced heavy flooding on Friday, August 22, 2025, as strong rains brought by Tropical Depression Isang inundated major streets across the city.
The Manila Public Information Office reported “gutter-deep” flooding in areas such as Taft Avenue, Pedro Gil, Nakpil Street, and in front of the Philippine Christian University (PCU). Floodwaters in front of Ospital ng Maynila reached nearly half-tire depth, causing traffic delays and disrupting daily activities. Other affected areas included Leveriza corner Quirino Avenue, Taft Avenue to Quirino Avenue, and Pedro Gil near the Philippine General Hospital. While some streets remained passable, commuters and residents were advised to exercise caution.

The flooding was caused by Tropical Depression Isang, which formed east of Aurora and made landfall in Casiguran, Aurora. As of 10:00 AM on August 22, the storm was moving west at 15 km/h with maximum sustained winds of 55 km/h and gusts of up to 90 km/h. Strong winds extended up to 200 km from the storm’s center. PAGASA issued Wind Signal No. 1 for several provinces, warning of strong winds that could cause minor damage to property and pose risks to life.

The Southwest Monsoon, enhanced by Isang, also brought heavy rain and strong gusts to Metro Manila, CALABARZON, MIMAROPA, Camarines Norte and Sur, Catanduanes, and parts of the Visayas. Coastal waters in northern Luzon became rough, with waves reaching up to three meters, prompting advisories for small boats to remain ashore.

Tropical Depression Isang is expected to cross Northern Luzon within 12 hours, move over the West Philippine Sea by Friday evening, and leave the Philippine Area of Responsibility by Saturday morning or afternoon. It may strengthen into a tropical storm by Saturday and could intensify further near waters south of Hainan, China. Local authorities urged residents in high-risk areas to prepare for possible evacuations and take all necessary safety measures.
