LTO Calls Out 19 Motorcycle Owners in Illegal Racing in Bulacan  

The Land Transportation Office (LTO) has summoned the registered owners of 19 motorcycles involved in illegal racing in Bulacan.  

The agency’s move is part of efforts to ensure road safety, following the directive of President Ferdinand Marcos Jr.  

According to LTO Chief Assistant Secretary Vigor Mendoza II, the motorcycles were placed under alarm after police reports confirmed that they were used in illegal racing and dangerous motorcycle exhibitions along the Mabalas–Balas–Galas–Maasim Bypass Road on August 17, 2025.

The operation led to the arrest of 12 individuals, while 12 minors, some as young as seven years old, were also caught participating in the activity.  

Authorities revealed that those involved violated several traffic rules, including driving without helmets, operating motorcycles without licenses, and using units with no plate numbers. One of the riders struck a minor while attempting to escape police pursuit.  

“Hindi natin palalampasin ito, lalo pa at isinagawa ng operasyon dahil may aksidenteng nangyari dun at may naaksidente pa silang bata nung tumatakas sila para makaiwas sa mga pulis,” Mendoza said.  

Mendoza expressed strong concern after learning that children were involved in the illegal racing, stressing that such actions put young lives at risk and endanger other road users. The police confirmed that the racing happened on a public road where other vehicles were passing through, making it even more hazardous.  

The LTO has issued separate show cause orders to all motorcycle owners, requiring them to appear at the LTO Central Office in Quezon City on August 27. They are also expected to explain why they should not be held liable for offenses such as reckless driving, failure to wear protective helmets, and operating vehicles without proper licenses or plates.  

Authorities reminded the public that road safety is a shared responsibility, and reckless activities like illegal racing can lead to tragic consequences.
