City Hall Employee Took ₱1 Billion in Cash Advances, Says Isko Moreno

ISKO MORENO – The newly elected Manila City Mayor made a surprising revelation during his Inaugural State of the City Address on July 1, streamed live on his official Facebook page. He disclosed that several employees from Manila City Hall made massive cash advances in 2024, amounting to millions—even billions—of pesos.

In his address, Isko presented the names and photos of those involved, along with the specific amounts they withdrew from the city’s funds. The most alarming case involved Atty. Marlon M. Lacson, whom Isko referred to as the “summa cum laude” of cash advances. Lacson reportedly withdrew a total of ₱1.161 billion between September 2024 and February 2025.

Isko questioned how such a large amount could be withdrawn within just six months and demanded full transparency regarding how the money was used. He emphasized that the matter would not be overlooked and vowed to hold those accountable.

Speaking candidly, he expressed disbelief and frustration, asking how such actions could be committed under the public’s trust. He also questioned the conscience of those involved, pointing to a serious lack of accountability and concern for the welfare of the city and its people.

“On a personal note, ano namang ginawa n’yo sa Maynila? Wala na ba kayong konsensya?” the mayor said.

Meanwhile, upon returning to office, Mayor Isko announced his plan to request the City Council to declare a state of health emergency in Manila due to the growing sanitation problem. The situation worsened after waste contractors Phileco and Metrowaste backed out of their agreements with the city government.

To address the crisis quickly, Mayor Isko asked Leonel Waste Management, a former waste collector, to help remove the accumulated garbage—free of charge. He also ordered barangay leaders to help clean out clogged canals and restore cleanliness in their communities.
