DSWD Sec. Gatchalian on ‘Imburnal Girl’: “Hindi kami nabudol”

REX GATCHALIAN – The Secretary of the Department of Social Welfare and Development (DSWD) clarified that the agency was not deceived by the woman known online as “Imburnal Girl.”

He explained that she is part of the DSWD’s Pag-abot Program, which aims to help homeless individuals and families get off the streets and rebuild their lives. The program has been in place since 2023, following the President’s directive that no Filipino family should be living on the streets.

Gatchalian emphasized that they were not tricked because the woman underwent proper evaluation by trained social workers. Her inclusion in the program was not random but followed a thorough and careful process.

“First of all, hindi kami nabudol… kasi we have this running program called ‘Pag-abot Program’. Since 2023 it’s been running… when I joined the department, ang instruction ng Presidente, walang pamilyang Pilipinong dapat nakatira sa lansangan,” Gatchalian said.

He also addressed public concerns about the ₱80,000 assistance given to her. Gatchalian clarified that the amount was not released in full and did not come from nowhere. The ₱80,000 is actually the maximum support allowed under the program, based on official guidelines established last year. The actual assistance provided varies depending on the individual’s situation and needs.

“‘Yung P80,000 hindi nanggaling ‘yan sa hangin. Since 2023… naka-publish ‘yung mga memo circular namin kung ano ‘yung range ng tulong na puwedeng ibigay… P80,000 is the maximum,” Gatchalian said.

The issue gained more attention after “Imburnal Girl,” whose real name is Rose, admitted to previously using illegal drugs. Many netizens criticized the DSWD, claiming it was unfair that someone like her received such a large amount of help while others wait in long lines for minimal aid.

Despite the backlash, Gatchalian defended the program. He stressed that the assistance given to Rose is part of a long-term rehabilitation plan intended to help her recover and lead a better life—not merely a one-time handout.
