PHILIP SALVADOR – The defeated senatorial candidate voiced his support for a return to manual vote counting in future elections, particularly in light of concerns raised by fellow Filipinos regarding the fate of their votes.

In an interview, Salvador shared that many people had approached him with questions, unsure whether their votes were properly counted. He emphasized that manual counting could help address these concerns and restore public trust in the election process.

Salvador, who garnered over 10 million votes and placed 19th in the 2025 senatorial race, said he had listened to calls for manual counting and believes the idea deserves serious consideration. His sentiment echoed that of another candidate, Pastor Apollo Quiboloy, who also pushed for the same measure after failing to secure a Senate seat.

However, the Commission on Elections (Comelec) clarified that they currently lack both the budget and legal framework to shift from automated to manual vote counting. Comelec Chairman George Garcia explained that since the country adopted automated elections in 2010, no preparations or funds have been allocated for manual counting procedures.

Garcia added that granting the request would raise several questions—such as who would count the votes, where the counting would take place, how much it would cost, and what procedures would be followed. He emphasized that the only legal way manual counting can occur under current laws is through an official election protest.

Despite these challenges, Salvador remains hopeful that manual counting will be reconsidered in the interest of transparency and public confidence.
