Atty. Jocelle Batapa-Sigue on Tuesday reacted to a statement of DTI Secretary Ramon Lopez regarding the “illegal” tag on barter trading.
This, as she posted on her Facebook account expressing her sadness after hearing Lopez’s statement regarding the hunting down on those who engaged in barter trade.
In her statement, Batapa-Sigue asked Sec. Lopez to formally meet 155 bartering communities in the Philippines – including overseas bartering communities who were helping and giving food for fellow OFWs.

She also asked Lopez if a barter trade activity – which was recognized by the Civil Code of the Philippines – was a “violation” of any law in the country.
Batapa-Sigue, in her statement, admitted that she felt pity for those who suffered from hunger due to pandemic and confessed that she cried while reading “thank you” note from barter communities in the country.
Moreover, she said that those who engaged in barter trade also have minds of their own, adding that they can also think of possible ways in order to help themselves.

Her statement came after Department of Trade and Industry (DTI) Secretary Ramon Lopez said during the press conference on Tuesday that engaging in barter trade – online or offline – was considered “illegal” due to violation of tax law.
Prior to this, the government wanted to collect taxes on online sellers, bloggers, and content creators.
