Metro Manila is one of the most crowded places in the Philippines. It is where the seat of government in the country lies and, undeniably, there is usually a big challenge on the part of the MMDA traffic enforcers to implement the rules to decongest the vehicles on the road. However, aside from the heavy traffic, there is another issue that the government agency is dealing with now.
