EMMELINE AGLIPAY VILLAR – The wife of Senator Mark Villar has been appointed as an Undersecretary of the Department of Social Welfare and Development (DSWD).

The Department of Social Welfare and Development (DSWD) in the Philippines is a government agency responsible for safeguarding the social welfare and rights of Filipinos and promoting social development. It has a rich history, evolving from various agencies over the years. The DSWD coordinates and regulates social services provided by both government and private entities.

The organizational structure of the DSWD includes the Secretary of Social Welfare and Development, along with undersecretaries and assistant secretaries responsible for different areas of social welfare and development.

The DSWD is involved in various programs and services, including Kalahi CIDSS – NCDDP, the Sustainable Livelihood Program (SLP), Listahanan, the Supplemental Feeding Program, Disaster Response Operations, the Recovery and Reintegration Program for Trafficked Persons (RRPTP), PAMANA, the Protective Services Program, International Social Welfare Services for Filipino Nationals (ISWSFN), Center & Residential Care Facilities, Adoption and Foster Care, Gender and Development (GAD), and Bottom-Up Budgeting (BUB).

The DSWD plays a vital role in addressing social issues, poverty alleviation, disaster response, and promoting the well-being of Filipinos, especially those in need of assistance and support.

Earlier, Politiko obtained a copy of the letter addressed to DSWD Secretary Rex Gatchalian from Malacañang, appointing the wife of Sen. Mark Villar as Undersecretary of the DSWD. Villar replaces Antonio Crisanto Jr., who held the position of undersecretary for general administration and support services. It is worth noting that the agency previously had 21 undersecretaries and assistant secretaries.

Villar is an attorney who previously served in the Department of Justice. She resigned as DOJ undersecretary in March 2022 to support her husband during his senatorial campaign in 2022.
