The expression came from horse racing, where a wire was stretched above the finish line to help select the winner. Races that were extremely close were referred to as “coming down to the wire.”

An early use of the idiom can be found in an article titled “How the Derby Was Won” in the July 1889 issue of Scribner’s Magazine.
