Joel Lamangan Speaks On MTRCB’s Proposal To Regulate Streaming Platforms

Joel Lamangan: “Wala sa mandate ng MTRCB ang pakikialam sa mga streaming organizations”

JOEL LAMANGAN – The seasoned film director recently spoke about the proposal of the Movie & Television Review & Classification Board (MTRCB) to regulate streaming platforms.

It was last September 2022 when talks about the Board expanding its jurisdiction to include online streaming services as urged by legislators circulated. At that time, MTRCB Chairperson Diorella Maria “Lala” Sotto-Antonio said that they will weigh the pros and cons of expanding its jurisdiction.

To recall, it was during the Senate committee hearing last February 23, 2023 when Senator Grace Poe raised the possibility of regulating the content of online sites and streaming services.

According to the senator, streaming platforms should implement more stringent self-regulation and should be monitored in order to ensure that their content is age-appropriate, especially for young viewers.

The senator also suggested requiring streaming services to secure legislative franchises before they are allowed to operate in the Philippines like cable and broadcast companies.

In a Facebook post obtained by The Daily Tribune, Joel expressed opposition to the call by some sectors for Congress to amend the MTRCB charter so that the Board could expand its regulatory powers to streaming platforms like VivaMax, Netflix, and Amazon Prime, among others.

Joel said that “self-regulation” by streaming services is the best option. He also believes such a move will not bode well for the entertainment industry.

Joel also said that regulating streaming platforms is not in MTRCB’s mandate.
