NGCP: Landowner Blocks Restoration Efforts In Negros Occidental

NGCP — The National Grid Corporation of the Philippines said that the landowner was blocking the restoration efforts in Negros Occidental.

NGCP has appealed to landowners in Western Visayas (Region 6) to allow them to conduct restoration activities as it said that its personnel were being blocked in a certain area.

The grid operator said in an advisory that line personnel working on the Kabankalan-Sipalay 69kV line serving the NOCECO (Negros Occidental Electric Cooperative) were being blocked.

We also appeal for the cooperation of all landowners in the ongoing restoration activities,” NGCP said. “Line personnel working on the Kabankalan-Sipalay 69kV Line serving NOCECO in Negros Occidental are being hampered from repairing broken and leaning poles by a landowner barring access to his property.”

According to a report on GMA News Online, the NGCP consortium held a 50-year franchise to operate the Philippines’ power transmission network and a 25-year concession contract.

The SGCC (State Grid Corporation of China) held a 40 percent stake in NGCP, while Calaca High Power Corporation and Monte Oro Grid Resources Corporation each held 30 percent.

As of December 20, the grid operator, it has already successfully energized the provinces of Cebu, Samar, and Leyte. Also, it has started an alternative power restoration scheme.

In addition, the grid operator said that a total of 462 transmission structures and 12 towers were found damaged by typhoon “Odette” as of 5:00 pm last December 19.

The NGCP also targeted to restore the transmission in the Mindanao provinces by Christmas, with a total of 65 line gangs (or 520 personnel working on a 24/7 basis) in order to expedite the restoration efforts following the wrath of typhoon “Odette”.

Please note that this schedule refers only to transmission services, and not to distribution services or generating capacity,” it clarified. “For complete restoration of power, all distribution and transmission facilities and sufficient generating capacity must be available.

After causing “total devastation” in areas under its path, typhoon “Odette” left the Philippine area of responsibility (PAR) last Saturday afternoon.
