The word “winarak” that Duque repeatedly used in his statement stuck in the minds of netizens.

“Winarak na ninyo kami. Winarak ninyo ang dangal ng DOH. Winarak ninyo ang lahat ng mga kasama ko dito,” Duque told the COA for allegedly damaging the DOH’s reputation when the report was released because they were not given enough time to complete the required and necessary documents.

He called it “unfair and unjust.”

Because of this, Duque became an internet sensation and his remark generated memes.

It can be recalled that it was on Monday when President Rodrigo Duterte slammed COA after exposing the deficiencies in the budget spending of DOH in dealing with the COVID-19 pandemic.

The planned purchase of 4 laptops amounting to P700,000; P42.4 billion fund transfer to the DBM without proper documentation and failure to disburse some P4.8 million in financial assistance to health care workers were among the questionable items flagged by COA.

This prompted Health Secretary Francisco Duque III to express their side on the matter raised by COA.

Apparently, he became emotional in giving the statement. Because of this, several senators called him out.

Meanwhile, COA Chairperson Michael Aguinaldo said that DOH was given 60 days to respond to its recommendations.

Amid the issues hurled against the health department, President Rodrigo Duterte said he would not accept Duque’s resignation if ever he steps down from his post as health chief.
