Manila Mayor Isko Moreno On DILG’s Show Cause Order

Manila Mayor Isko Moreno on DILG’s show cause order.

On Thursday, Manila Mayor Francisco “Isko Moreno” Domagoso took a swipe at the Department of the Interior and Local Government’s (DILG) show cause order hurled against him for getting a failed mark as a mayor “in 2018” in Anti-Drug Abuse Council (ADAC) performance.

In his brief statement, Moreno took a swipe at DILG’s show cause order hurled against him as he expressed sarcasm on the deluge of what appeared to be an attack on his leadership.

Wow galing ha! Sunod sunod na! #AlamNaThis,” Moreno said.

Moreno was a subject of DILG’s show cause order dated July 9 signed by DILG Undersecretary for External and Legislative Affairs Ricojudge Javier Echiverri.

The show cause order stated that Moreno failed to comply with the policy and program mandated to his office based on DILG’s assessment and verification in the 2018 Anti-Drug Abuse Council (ADAC) performance audit, specifically in meeting the standards and complying with the measures set forth by the National ADAC Audit as provided by the DILG-DDB Joint Memorandum Circular 2018001.

Inquirer reported that the said circular was dated May 21, 2018, the same month when President Rodrigo Duterte appointed Moreno as the undersecretary for Luzon Affairs of the Department of Social Welfare and Development (DSWD). However, Moreno only became a mayor of Manila when he ran and won against former President Joseph Estrada in 2019.

In a memorandum issued Friday, Echiverri said that the DILG had withdrawn a show cause order issued to Moreno, explaining that the show cause order issued to Moreno was an “inadvertent re-issuance”.

According to Echiverri, the July 9, 2021 show cause order was actually the “second show cause order” issued to Moreno as the first show cause order was last 2019 when Moreno was already the city mayor of Manila but still based on the 2018 audit.

However, he acknowledged that the 2018 ADAC Audit reflected the poor performance of the Manila City government under the previous City Mayor.
