The DICT was targeting to launch VaxCertPH in September 2021.
VaxCertPH — The Department of Information and Communications Technology (DICT) said that the government was targeting to start the issuance of digital COVID-19 vaccination certificates to fully vaccinated individuals by early September of this year.
According to DICT Undersecretary Manny Caintic, the department was eyeing to launch the “VaxCertPH” by the first week of September as the system developed by the DICT for the project was ready.
However, Caintic noted that the DICT was still awaiting for LGUs (local government units) to complete the training of personnel who will assist with questions or concerns of the public regarding the digital COVID-19 vaccination certificate.
Caintic also said that VaxCertPH was already integrated with the World Health Organization countries, but they just needed enough time for the local government units.
He then assured that the data collected for the digital COVID-19 vaccination certificate will be protected and will be managed by the Department of Health (DOH) and the Department of Information and Communications Technology (DICT).

Caintic explained that the issuance of the digital COVID-19 vaccine was private key encrypted and it was handled only by the DOH.
The digital COVID-19 vaccination certificate will contain an individual’s name, the date and place of vaccination, and the brand of the vaccine administered.
“Kapag nag-match, agad-agaran niya makukuha iyong kaniyang vaccine certificate; kung hindi man, may contact center na tatawag sa kanila at aalalayan sila para makuha ito,” Caintic said.
Once the VaxCertPH portal went operational, fully vaccinated Filipinos can request their digital COVID-19 vaccination certificates by providing the details of their vaccination.
Moreover, Caintic said that the good thing about the digital COVID-19 vaccination certificate was that other countries can make sure that it was issued by the country’s ministry of health.
