On Saturday, the Department of Information and Communications Technology said that it was looking to start issuing COVID-19 vaccine certificates to fully vaccinated individuals by early August.

DICT Undersecretary Manny Caintic called on local government units (LGUs) to hasten the encoding of their constituent’s COVID-19 vaccination information in the agency’s verification database system.

Caintic said in an interview on state-run PTV’s Laging Handa briefing that LGUs have until July 31, 2021, to complete the encoding of vaccinees’ information on VIMS (Vaccine Information Management System).

Caintic also said that the issuance of COVID-19 vaccine certificates complied with the World Health Organization’s (WHO) digital certificate standards, recognized by several countries.

He also said that the agency’s partners for the COVID-19 vaccination status verification system were the World Health Organization and the International Air Transport Association (IATA).

According to Caintic, COVID-19 vaccination cards issued by LGUs can be used for domestic travel but the COVID-19 vaccine certificates issued by the Department of Information and Communications Technology were a certification from the Republic of the Philippines that a person was fully vaccinated, which will be recognized by many countries.

Moreover, Caintic said that the COVID-19 vaccine certificates to be used by the Department of Information and Communications Technology can’t be faked as the quick response code to be generated was unique to every individual.
