In a statement, Presidential spokesperson Harry Roque Jr. said that the Palace confirmed President Duterte’s appointment of Chua as the Secretary of the NEDA.

According to Roque, Chua had served the Duterte administration “with professionalism, competence and integrity” as the undersecretary of the Department of Finance (DoF) and an acting secretary of the NEDA.

With the aforesaid traits, we are confident that Secretary Chua would continuously and consistently perform well in his present but crucial task of jumpstarting our economic recovery amid the Covid-19 pandemic. Congratulations to Secretary Chua and we wish him all the best,” Roque said.

Chua’s appointment came a year after President Duterte tapped him in an acting capacity following the resignation of former NEDA secretary Ernesto Pernia, who resigned last April 2020 because of personal reasons and “differences in development philosophy with other Cabinet members”.

Chua also served as the chief economist and undersecretary for the proposed Strategy, Economics, and Results Group of the Finance department.

As DOF official, Chua helped the national government achieve its 10‐point socioeconomic agenda by providing strategic advice to the Finance Secretary and to the Cabinet Economic Development Cluster, leading to the preparation of economic policy research in aid of priority reforms and shepherding priority reforms from incubation to implementation.
