Mayor Isko Moreno Says No Lockdown in Manila and Implements No-Contact Apprehension Program
Manila Mayor Isko Moreno announced “No lockdown” in the city and implements 24-hour no-contact apprehension program.
On Monday (December 7, 2020), Mayor Moreno has started the implement the 24-hour no-contact apprehension program but cautioned the vehicle drivers and motorcycle riders to drive safely.
Moreno launched the NCAP during a ceremony at the intersection of Quirino Avenue and Taft Avenue in Malate. The violators who will be caught on city’s digital traffic eye would be fined of up to P5,000.
“With NCAP (no-contact apprehension program), panatag ako knowing that traffic violators are always caught and identified, especially sa gabi,” Moreno said.
Manila City government would charge violators a fine of P 2,000 for the first offense, P 3,000 for the second offense, and P 4,000 for the third offense. Here is the list of violations under the City Ordinance 8696.
- Over speeding
- Failure to use Motorcycle helmets
- Disregarding lane markings
- Driving over a yellow box
- Disobedience to traffic control signals and signs
- Obstruction of the pedestrian lane
P 3,000 for the first offense, P 4,000 for the second offense, and P 5,000 for the third offense will be charged to the motorists who will violate the following traffic policy:
- Anti-distracted driving
- Drivin unregistered vehicle
- Failure to attach or improper attachment of authorized vehicle license plates
- Counterflow driving
- Reckless driving
- Not wearing seatbelt
MMDA Director Dennis Viaje says CCTV cameras have been installed along the streets of Manila to monitor the flow of traffic and to spot violators.
Moreno also clarified that no lockdown will be implemented over Manila until December 31, 2020 but ready to re-impose it when COVID-19 cases increase.
