House OKs Internet Transactions Bill On 2nd Reading

House approve the Internet Transactions bill on second reading.

The House of Representatives on Wednesday had approved on second reading the House Bill (HB) 7805 or the “Internet Transactions Act”.

Voting via viva voce, the said bill sought to regulate commercial transactions in the internet in a bid to put an end to fraudulent transactions and abuses in the sale of goods and services committed not only by online businesses but also by website operators and consumers.

Authored by Valenzuela City Representative Wesley Gatchalian and Ako Bicol Partylist Representative Alfredo Garbin, the said bill was among the legislative measures that Senate President Vicente Sotto III and House Speaker Lord Allan Velasco agreed to prioritize.

Under the said bill, an eCommerce Bureau would be created under the Department of Trade and Industry (DTI), which will be mandated to impose, monitor, and ensure compliance to the Internet Transactions Act, among other responsibilities and duties.

It would also have the power to probe and file appropriate cases against violators and shall address and receive consumer complaints on internet transactions as well.

In addition, the said bill also required ride hailing providers to treat their customers honestly and fairly.

Moreover, no rider or delivery service personnel would be allowed to cancel confirmed orders if such had already been paid in full.

However, it shall be unlawful for consumers to unreasonably demean, shame, humiliate, or embarrass ride hailing partners.
