Areas Under MECQ: DOTr Releases Guidelines On Public, Private Transport

DOTr recently released its guidelines on public and private transport in areas under MECQ.

The Department of Transportation (DOTr) recently released its guidelines on public and private transport in areas that were under the modified enhanced community quarantine (MECQ).

This, as Rex Remitio of CNN Philippines posted on Facebook a photo from the Department of Transportation showing its guidelines on public and private transport in areas under MECQ, including the public and private transport that were allowed and not allowed to operate.

For public transport, public shuttles will only be allowed for frontline workers or those who would return to their work in allowed industries under the modified enhanced community quarantine. However, jeepney, taxi, TNVS, and bus, were not allowed.

In addition, tricycles were not allowed, but there were exceptions — tricycles were subject to the guidelines set by the Department of the Interior and Local Government (DILG) and respective local government units.

Moreover, operations of the Philippine National Railways (PNR), LRT-1, LRT-2, and MRT-3 will remain suspended.

While for private transport, a company shuttle was allowed to operate with a passenger capacity of 50% and a special permit from the Land Transportation Franchising and Regulatory Board (LTFRB) for rented shuttles.

In addition, personal vehicles which were owned by persons or workers in permitted sectors were allowed, with only two persons per row.

Furthermore, the use of bicycle, e-scooter, or motorcycle by authorized persons outside residences (APORs) was allowed with a maximum of one passenger capacity. Also, e-scooters were allowed but were subject to existing traffic regulations.

DOTr’s releasing of guidelines came after President Rodrigo Duterte had placed Metro Manila, Bulacan, Cavite, Laguna, and Rizal under MECQ from August 4 until August 18.
