Senator Pacquiao Files Bill Prohibiting Spitting, Sneezing In Public Places

Senator Emmanuel “Manny” Pacquiao filed a bill seeking to prohibit indiscriminate spitting, coughing, and sneezing in public places.

This, after the Department of Health (DOH) confirmed the local transmission and the growing number of cases of the coronavirus disease or COVID-19 in the Philippines. Senator Pacquiao filed Senate Bill (SB) 1406, an act to be known as the “Anti-Spitting Act of 2020”.

According to Pacquiao, there was an urgent need to “institute a concrete preventive measure to stop the spread of the disease that has become a global health emergency,” citing a report from the Centers for Disease Control and Prevention which stated that the coronavirus disease (COVID-19) was thought to spread from person to person.

As stated in Pacquiao’s Senate Bill 1406:

No person or persons shall carelessly, intentionally or indiscriminately spit saliva or expel phlegm, mucous, or other substances from the mouth or from the nose in the city streets, alleys, sidewalks, parks, malls, markets, streets, public carriers, public halls, and buildings, banks, public squares, terminals, shopping and business centers, schools, churches, hospitals, and other similar public places or any place to which the public has access.

Pacquiao added that this bill shall not only prevent the spread of the coronavirus but also prevent the spread of other contagious and airborne diseases. The SB 1406 provided that those violators who caught spitting in public places shall be charged with corresponding penalties.
