COMELEC — The Commission on Elections officially released the implementing rules and regulations (IRR) for in-person campaigning and “e-rallies” for the 2022 elections.
On Thursday, the poll body released the IRR for the 2022 elections that paved the way for the holding of “e-rallies” or virtual meetings through livestreams as an alternative to physical sorties amid the COVID-19 pandemic.
The IRR will govern the implementation of the Fair Elections Act (Republic Act No. 9006) for the May 9, 2022 national and local elections.
Among the provisions of the IRR, promulgated through COMELEC Resolution 10730, tasked the poll body’s Education and Information Department to provide a platform for free livestreaming of “e-rallies” for political candidates as well as party-list organizations.
Live streaming of “e-rallies” shall be conducted on COMELEC’s official social media channels every night starting February 8, 2022.

During every livestream, the political candidates may be allowed to see live comments on the online stream and may or may also not respond to the live comments as well.
“Any political party or any candidate, individually or jointly with other aspirants, may hold peaceful online political meetings, rallies or other similar activities during the campaign period,” the IRR stated. “Such online political meetings, rallies, and similar activities are not covered by the limitations on broadcast advertising.”
The guidelines also stressed that health protocols during the campaign period must be observed at all times. This include wearing of face shield and face mask, frequent disinfection of hands, one-meter physical distancing, and proper cough and sneezing etiquette.
In a press briefing, COMELEC Spokesperson James Jimenez said that another resolution on campaign rules will also be released aside from the IRR.
The campaign period for national positions was set from February 8 to May 7, while candidates for local elective positions may campaign from March 25 to May 7.
