Duterte’s Former Spox Harry Roque Thanks Ex-DPWH Usec. Cathy Cabral
HARRY ROQUE – The former presidential Spokesman expressed his gratitude to former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral.
The death of former DPWH Usec. Cathy Cabral shocked countless Filipinos across the nation. It came a few months after she resigned from being a government official following accusations linking her to the supposed multi-billion flood control scam in the country.
On the eve of December 18, 2025, Cabral’s body was found unconscious and unresponsive below the cliff in Tuba, Benguet. Her driver, Ricardo Hernandez, was reportedly the last person that the former DPWH Usec. was with prior to her death.
Recalling the events prior to the death of ex-DPWH Usec. Maria Catalina Cabral, her driver claimed that they drove from Manila to Baguio to distress. According to him, she was allegedly not very sad but she was quiet during their trip.
Hernandez claimed that they allegedly stopped at the Kennon Road in the morning of December 18, 2025 but they drove off to Baguio after the cops told them to leave. The driver further claimed that at around 2:30 p.m., they returned at the Kennon Road where she allegedly asked to be left alone. However, when he returned, he supposedly could not find her at the area.
An alleged photo of Cabral’s driver with the former DPWH Usec. circulated on social media following her reported demise. He claimed that he returned to the hotel to check on her boss before he reported to the police authorities.
The unexpected demise of the former government official came a few weeks after she resigned from her position in the DPWH after she was tagged in the flood control mess. A lot of questions surrounded her reported demise.
The Cabral family initially turned down the calls to have her body undergo an autopsy. Former presidential spokesman Harry Roque was one of those who questioned the death of former DPWH Usec. Maria Catalina Cabral. Recently, he expressed his gratitude to the former government official.
Harry Roque is out of the Philippines for a year now. He previously went into hiding after the House of Representatives ordered his arrest for contempt in line with the investigation of his alleged involvement in the illegal Philippine Offshore Gaming operations in the country.
Recently, through a post on social media, Harry Roque expressed his gratitude to former DPWH Usec. Cathy Cabral. According to him, the former public works official allegedly left the “smoking gun” which are her files.
“Nasaan ka man USec Cabral maraming salamat at iniwan mo ang smoking gun. Ito yung Cabral files,” Roque said.
Previously, amid the issue surrounding her reported death, the Philippine National Police (PNP) released details about Cabral’s autopsy report and 3D scan findings.
